Simon CHAN, BBS, JP

Mr Simon Chan is the Vice Chairman and Executive Director of Nanyang Commercial Bank Limited. Mr Chan has been in the banking industry for 40 years, with solid experience in the financial industry, the information technology industry and bankwide operations. Mr Chan is currently also a director of Cinda Financial Holdings Company Limited, Nanyang Commercial Bank (China) Limited, Nova Credit Limited, Hong Kong Interbank Clearing Limited (HKICL), HKICL Services Limited and Hong Kong Trade Finance Platform Company Limited.

Mr Chan actively participates in community service, including serving as the Chairman of Hong Kong Cyberport Management Company Limited, Chairman of the Banking & Finance Training Board of the Vocational Training Council of Hong Kong, a Member of the Finance Committee of the Hong Kong Housing Authority, and a Member of the Banking Industry Training Advisory Committee of the Education Bureau. He is also the past President of ISACA China Hong Kong Chapter, and is at present the Vice-chairman of Hong Kong Information Technology Joint Council Limited, a member of the Financial & Treasury Services Committee of Hong Kong General Chamber of Commerce and an advisor of Our Hong Kong Foundation.

Mr Chan graduated from the Chinese University of Hong Kong with a Bachelor’s degree in Social Science and obtained a Master’s degrees in Science and a Master’s degree in Commerce in Accounting from the University of Ulster and the University of New South Wales respectively. He is also a Certified Information Systems Auditor and a Certified Internal Auditor.

Senior Vice President and Chief Technology Officer

John CRAIN

John is responsible for leading ICANN organization (org)’s efforts to improve knowledge about the identifiers ICANN helps coordinate and disseminate this information to the Internet community. He is also responsible for oversight of the Internet Assigned Numbers Authority (IANA) functions.

A member of the org executive team, John works with staff and the community to enable and enhance capabilities that improve the overall security, stability, and resiliency of the Internet’s identifier systems and associated infrastructures. He also represents ICANN in operational and technical dialogues and forums to ensure the community’s engagement with these programs.

Prior to his time at ICANN org, John worked as part of the executive management team at RIPE NCC in Amsterdam. RIPE NCC is the regional Internet registry (RIR) that provides Internet resource allocations for Europe and surrounding areas. John has been directly involved in the administration of Internet identifiers since his start at RIPE NCC in 1995 and has worked in all areas of Internet Protocol (IP) address administration. John also has extensive experience in Domain Name System (DNS) administration and managing Internet infrastructure services. Before becoming involved in Internet administration, John worked as a design engineer in composite materials research and development. In that role, John was also responsible for local area networking of computer aided design systems and for writing and developing custom software applications.

Government Chief Information Officer

Ir Tony WONG, JP

As the Government Chief Information Officer, Mr WONG supports the Innovation, Technology and Industry Bureau in formulating policies and strategies, and overseeing the implementation of the programmes and initiatives that drive the further development of information technology (IT) and the related industry in Hong Kong.  Mr WONG is the Government’s principal advisor who provides professional advice on government IT infrastructure, architecture and IT system development, as well as related technical standards and data application.  He leads and coordinates the digital government programme and smart city development with cross-agency responsibilities.  He also actively champions the adoption of new and advanced IT and the development of innovative applications and services.  Mr WONG oversees the Government’s IT budget and IT investment, its procurement of IT products and services, and formulates the long-term human resources planning for the government IT professionals.

Vice President, Stakeholder Engagement and Managing Director Asia Pacific, ICANN

Jia-Rong Low

Jia-Rong Low joined ICANN in August 2013. He is currently the Vice President, Global Stakeholder Engagement, and concurrently Managing Director for the Asia Pacific (APAC) regional office. Stationed in Singapore, Jia-Rong works with key stakeholders to bring ICANN to the region and facilitate stakeholders to participate in multistakeholder Internet governance.

Prior to joining ICANN, Jia-Rong served at Singbridge International, a Singapore government-linked company specializing in sustainable urban development projects. A former diplomat, Jia-Rong worked for Singapore’s Ministry of Foreign Affairs and served as First Secretary (Political) at the Singapore Embassy in Hanoi, Vietnam. Jia-Rong is very familiar with the region, having represented Singapore in engaging the region’s governments such as Thailand, Myanmar, and the Philippines.

Jia-Rong holds a Diploma in International Trade Law from WTO in Geneva, Switzerland. He graduated with a Bachelor of Communications Studies at Singapore’s Nanyang Technological University.

Ir Wilson WONG

Wilson Wong Ka-wai is the Chief Executive Officer of Hong Kong Internet Registration Corporation Limited (“HKIRC”). A veteran of over 25 years in sales and management experience in private and public companies, Wilson is helming HKIRC in strategic business development and operational rhythm. Wilson is also responsible at the highest level for furthering HKIRC’s mission to promote Hong Kong as an international centre of e-commerce, and to encourage a better understanding and more effective use of the Internet and related technology in Hong Kong and across the region.

Before joining HKIRC, Wilson was the General Manager of IT Industry Development Division of Hong Kong Productivity Council, oversee HK IT Management Consulting, Cyber Security, Hong Kong Computer Emergency Response Team (HKCERT), Software Development, Business Process Management and Management Information System (MIS) functions. He also was Managing Director of SAP Hong Kong and held various key management positions in Microsoft Hong Kong.

Wilson holds a Master’s degree in Business Administration (EMBA) from The Chinese University of Hong Kong and a Bachelor’s degree in Computer Science from The Hong Kong University of Science and Technology.

LI Xing

Professor of the Electronic Engineering Department at Tsinghua University, China; Deputy Director of the China Education and Research Network (CERNET) Center.Jonathan B. Postel Service Award Nomination committee member and the Internet Hall of Fame Advisory Board member.

Xing Li received his B.S. Degree in Radio Electronics from Tsinghua University, China in 1982, and his M.Sc. and Ph.D. degrees in Electrical Engineering from Drexel University, USA in 1985 and 1989, respectively. He has been a faculty of the Electronic Engineering Department at Tsinghua University, China since 1991 and a Professor since 1993. His research activities and interests are in the areas of signal processing, multimedia communication and computer networks. He has published more than 300 papers in his research areas. Since 1993, he became one of the pioneers of the China Education and Research Network (CERNET). He is Deputy Director of CERNET Center. He has been participating in IETF for the Internet standard and he is the coauthors of 11 RFCs, including the IPv4/IPv6 transition specifications. He was Chairman of the Professional Committee of Internet of China Computer Federation. He was a member of Internet Architecture Board (IAB). He was serving in the executive council of APNIC, he was Chairman of APNG and Co-chair of CCIRN.

Mr. Yeung has extensive experience in the areas of smart city, big data, information technology, cybersecurity, investments, corporate and business development, science park development and government affairs. And he is a leader in Hong Kong’s information technology and communication industry. Mr Yeung has contributed a lot in promoting and developing the innovation and technology industry in Hong Kong and the region, he has established Hong Kong Business Angel Network, Greater Bay Area International Information Technology Association and Institute of Big Data Governance. Samuel HO

Served as Managing Director of an international credit bureau, managed the overall operations and development of Greater China. Selina LAU

Selina is the Chief Executive of the Hong Kong Federation of Insurers (HKFI), a trade body with 135 insurers operating in Hong Kong which represents over 90% of the market share.

Selina has accumulated extensive management and communications experience in the field of insurance since she joined the HKFI in 1997. In addition to overseeing the operations of the HKFI and its 40+ technical committees and various consumer education and communications projects, she also spearheaded a number of significant initiatives for the industry, including the Insurance Fraud Prevention Claims Database, the award-winning Motor Insurance DLT-based Authentication System (MIDAS), the virtual onboarding platform for the distribution of life insurance products, the Hong Kong Insurance Awards, etc.

Externally, she is a member of the Insurance Authority’s Insurance Advisory Committee, Asian Financial Forum Steering Committee and Road Safety Council. She also serves as a member of the Hong Kong Science and Technology Parks’ Data Governance Steering Committee, Institute of Big Data Governance Council, Capacity Building Working Group under the Centre for Green and Sustainable Finance, Insurance Training Advisory Committee of the Qualifications Framework and Cyberport Academy Advisory Group for FinTech.

On the international front, Ms Lau is a member of the Nomination Committee and Education Forum of the International Union of Marine Insurance (IUMI). She also serves the East Asia Insurance Congress (EAIC) as Assistant Secretary & Treasurer. In 2021 and 2022, Ms Lau has twice been elected Asia’s Elite Women in Insurance Industry by the Insurance Business Asia.

Nelson CHOW

Mr. Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. He joined the HKMA in 2004 and was responsible for the supervision of banks’ technology risk management and business continuity planning as well as the formulation of related policies and guidelines. He was the Deputy Chief Representative of the New York Office in 2010. After returning to Hong Kong in 2013, he took up responsibilities to supervise banks’ operational risk management and perform macro-prudential data analysis. Prior to joining the HKMA, Mr. Chow was a Vice President of JPMorgan Chase Bank, N.A. responsible for information risk management of the Asia Pacific region.

Dr Winnie TANG, MH, JP

Dr Winnie Tang, MH, JP is an Adjunct Professor in the Department of Computer Science, Faculty of Engineering, Department of Geography, Faculty of Social Sciences and Faculty of Architecture at the University of Hong Kong (HKU). She is one of the local born IT entrepreneurs from Hong Kong. In the 1990s, Dr Tang founded Esri China (Hong Kong) Limited to develop and promote Geographic Information System (GIS) software and solutions. She is also the Founder and Honorary President of Smart City Consortium. Over the years, she has been actively advocating the use of technology and sharing her views regarding the ICT industry, eHealth, environmental conservation, entrepreneurship and smart city through her services in government and nongovernment organizations in Hong Kong. In recognition of Dr Tang’s work, she has been awarded the Honorary Fellow by Lingnan University in 2020, the Distinguished Alumni by the Faculty of Science, HKU in 2009, the Ten Outstanding Young Persons in 2006, the Women of Influence – Young Achiever of the Year Award by the American Chamber of Commerce in 2004 and the Ten Outstanding Young Digi Persons Selection in 2001.

Dr CAI Jin

Mr. Cai Jin has been an Executive Director and the Co-Chief Executive Officer of Sing Tao News Corporation Limited and a director of various subsidiaries of the Company since 2021.

Ellis CHENG

Mr. Cheng is a Fellow of the Association of Chartered Certified Accountants, the Hong Kong Institute of Certified Public Accountants, as well as a chartered accountant and a chartered secretary.
Mr. Cheng has over 30 years of experience in auditing, financial control and corporate finance and previously worked in an international accounting firm and held key finance positions in companies whose shares are listed on the Main Board of the Stock Exchange.

Jennifer TAN

Jennifer Tan, is the Chief Executive of Alipay Financial Services (HK) Limited and the Executive Vice President – Strategy Development and Government Affairs, GBA of Ant Group.

Jennifer is a highly respected accounting professional and Fintech leader who has taken on senior management roles for over two decades. In 2021, she was winner of the Outstanding Women Professionals and Entrepreneurs Award and was named by the Fintech Magazine as one of Fintech’s Top 100 Leaders in a global league table. In 2019, she was named ACCA Advocate of the Year, both for Hong Kong and Greater China, and was the Chairlady of ACCA Hong Kong for 2021/22. Jennifer is also the consultative and advisory panel member of Hong Kong Internet Registration Corporation and the EXCO Member of the FinTech Specialist Group of Hong Kong Computer Society.

Senior Superintendent, Cyber Security and Technology Crime Bureau, Hong Kong Police Force

Raymond LAM

Mr. Raymond LAM Cheuk-ho, Senior Superintendent of Police, is the Deputy Head of Cyber Security and Technology Crime Bureau of Hong Kong Police Force and is responsible for cyber policing policy matters and law enforcement of cyber security and cybercrime in Hong Kong.

Under his command, Mr. LAM has managed a few of state-of-art technological facilities, such as Cyber Security Center for protection of critical infrastructures, Digital Forensic Examination Laboratories for criminal investigation, Cyber Range for simulation of cyber defence training, and Cyber Training Center for capacity building of local and overseas law enforcement officers.

Mr. LAM holds two Masters’ Degree in Accountancy and Public Administration respectively.  He has served the Force for over 23 years and had commanded various criminal investigation units and tackled mostly newly emerging and evolving crime, particularly specialized in the investigation of transnational telecommunication and online fraud, money laundering, cybercrime and cyberattack.

Harry POON

Harry Poon joined SmarTone Mobile Communications Limited in 2018 and is currently the General Manager, Information Security of the Company. He is responsible for implementing and overseeing SmarTone’s cybersecurity program and cybersecurity risk management. Prior to joining SmarTone, he had taken up managerial role in corporations in ICT & cybersecurity consulting services, and served clients in Government, Finance and Health sectors. Harry received his MBA degree from Queen’s University in Canada. Fuller YU

Fuller has more than 20 years of experience in cybersecurity, technology risk management and information security in global financial services and healthcare sectors. He is now the Chief Information Security Officer (CISO) of Hospital Authority Hong Kong driving the corporate cybersecurity strategy and contributing to its digital transformation journey. Prior to joining Hospital Authority, Fuller held various management roles of cybersecurity and information security including Director of Technology Risk Management of Credit Suisse, Head of Technology Risk Management and Cybersecurity of AIA Group, and Vice President of IT Risk Management of JPMorgan. Fuller is also the Exco Member of Cyber Security Specialist Group, Hong Kong Computer Society (HKCS), and the Co-Chair of Cybersecurity Work Stream of Digital Health Partnership (GDHP), a collaboration of governments, government agencies, and WHO. He received his MBA and Master in Information Systems Management from Hong Kong University of Science and Technology. He is also a Certified Information Security Manager (CISM) and Certified Information Systems Security Professional (CISSP).

Research Fellow & Doctoral Advisor, Chinese Academy of Sciences

WANG Wei

Wang Wei is the research fellow and doctoral advisor at the Chinese Academy of Sciences, specifically, he is incharge of the operating of National IOT Identifier public service platform. He was a 2017-2020 board member at PTI. His areas of focus include digital identifier, data governance, data sharing and privacy in the digital era.

From 2018 to 2020, He served as the Strategical Partnership Manager at Google China , dealing with cloud service engagement and tech compliance. Before that, he was VP at Knet Technologies from 2015 to 2018, the largest IDN New gTLD registry of “.网址/xn--ses554g”.He started his career in CNNIC from 2004 to 2015, used to be the deputy director, working on DNS, DNSSEC, IPv6, RPKI, Anti-phishing.

Wang Wei is an active member in the global and domestic Internet communities. In 2000s, he helped deploy mirror servers of I Root, F Root, L Root, .KR and .DE in China. He is a caucus member of the ICANN RSSAC and a working group member of the ICC Intellectual Property Roadmap. As Co-Chair of the Chinese Generation Panel, he accomplished the Chinese Label Generation Rules for the Root Zone in 2020.

Wang Wei earned his Ph.D. in Engineering from Nankai University in 2004. He has published a dozen papers on DNS and Anti-phishing. In IETF, he contributed to RFC 8483, 8897.

Alban KWAN

Alban Kwan is the APAC head of Corporate Development and Strategic Alliances for CSC. He has been with CSC’s Digital Brand Services unit and affiliated companies since 2009, and is responsible for key strategic initiatives across the region. Alban has developed a deep understanding of online brand protection, digital assets management, and cyber-security, specifically for the Asia-Pacific region, and he advises top global and local companies. Alban frequently engages with local policy makers and is often invited to speak at conferences, where he shares his invaluable insight on brand protection, security, and local policies affecting businesses.

Chaoyi LU

Chaoyi Lu is a postdoctoral researcher at the Institute for Network Sciences and Cyberspace, Tsinghua University. His research area lies in network security and Internet measurement, with particular interests in the DNS and other infrastructure. He has published papers at top academic venues and is a recipient of IRTF Applied Networking Research Prize (ANRP).

Kok Tin GAN

Kok-Tin is a Partner in PwC’s Cyber Security & Privacy practice with over 17 years of experience.  Kok Tin is also the founder of PwC’s Darklab, Hackaday and Hackbot. Kok Tin is currently the Vice Chairman of ITSMf HK Chapter and the member of security committee of Fintech Association of HK.

Dr. Baojun Liu is an Assistant Professor at the Institute for Network Science and Cyberspace of Tsinghua University. His research focuses on cyberspace security and has been recognized with awards and publications in top network security conferences. He discovered critical vulnerabilities in core Internet infrastructure and proposed novel techniques to counter cybercrimes. Baojun leads multiple national research projects in China as a principal investigator, and serves as a member of the ICANN RSSAC Caucus.

Hiro HOTTA

Hiro Hotta is a Board Member and also Senior Executive Vice President of JPRS, which runs .jp ccTLD. He has over 20 years of experience in domain name industry and is currently responsible for business planning and stakeholder communication of JPRS.

He has been actively participated and lead discussions in ICANN. He  was among the first DNSO Names Councilors of ICANN in 1999. After he joined JPRS, he served as a ccNSO Councilor for 16 years until 2020. He is currently a member of the Root Server System Advisory Committee (RSSAC) representing M-Root DNS server operator.

In 2017, he received ICANN Multistakeholder Ethos Award, especially by being acknowledged for his contribution to IDN development and deployment.

Anawin PONGSABORIPAT

Anawin Pongsaboripat is the Assistant Director at the Thai Network Information Center (THNIC) Foundation, which serves as a center to develop, promote and facilitate Internet usage in Thailand, especially the use of the .th (dot Th) and .ไทย (dot Thai) country code top-level domains (ccTLDs). Since 2021, Anawin has contributed to UA projects, and actively worked to promote UA awareness and readiness to the public and technical community. Anawin received degrees in Computer Engineering and has experience in various Information Technology (IT) fields.

Vice President, Coremail

Xiucheng WU

Based in Guangzhou, China, Wu Xiucheng serves as vice president of Coremail – the largest provider of email systems in China with nearly one billion terminal registered customers. It was also the first provider to support EAI (since 2012). As the ambassador of UASG (Universal Acceptance Steering Group), Wu is a proponent of utilizing EAI to promote Chinese domain name emails and has successfully sent more than 7,500 EAI work emails.

After the APEC TEL 48 workshop in 2013, Wu worked to accelerate the cooperation between Coremail and the China Internet Network Information Center (CNNIC) to establish and maintain the first Chinese domain name mailbox registration platform in the world. He also helped organize the UASG EAI workshop at the APEC EAI forum in 2014 and 2018, and has promoted the use of EAI at multiple events including ICANN55, IGF 2016, and the EAI Workshop of Thailand. Wu has assisted THNIC and SGNIC in building EAI test systems, and in 2019, was awarded the title of “Outstanding Contribution Person of the Year in Chinese Domain Name Industry.”

Anil Kumar JAIN

Currently working as CEO and Director of National Internet Exchange of India (NIXI), a part of Ministry of Electronics and IT, Government of India. He has spent 43 years in professional life including 36 years as Indian Telecom Service Officer and served in various organisations like Department of Telecom, BSNL, MTNL, etc.

Anil is serving on the Board for almost 14 years till date. He has interest in various disciplines like Telecommunications infrastructure, marketing, business development, next generation networking, broadband etc.

He has taken over several roles at International fora’s namely ICANN, IGF related to Internet and Broadband. Currently he is Chair of UASG, ICANN, Vice Chair of IDNccPDP4 Working Group of ccNSO, ICANN, Chair of Working Group to design strategies for APTLD, Chair of Programme Committee for APTLD and also a Liaison Officer between ccNSO and GNSO of IDN Working Group.

Anil Jain is actively working in promoting Internet in India. He is Chairman of India IGF since 2021, Chairman of Multilingual Working Group forum of Government of India and also member of Internet Resilience Committee of Government of India. He has recently started implementing recommendations of Multilingual Committee for Universal Acceptance.

Walter WU

Walter WU, co-founder and president of Dot Trademark TLD Registry, has over 20 years’ experience in domain name industry. His career covers both the domain name registry and registrar section. Mr. Wu began the IDN promotion work in China since 2000 when he served as the Assistant Director General at the China Internet Network Information Center (CNNIC). From 2006 to 2014, he was the co-founder and president of NameRich, a domain name service provider, including domain name registration, domain name trading and domain name parking, etc. In 2019, he was appointed as a UA Ambassador and since then has been actively working on promoting UA awareness in the Chinese Internet community.

Antonia CHU

Antonia Chu currently serves as the Council member of Generic Names Supporting Organization of ICANN. She is the Senior Policy Advisor of Alibaba Cloud and has been involved in Internet governance and ICANN activities for nearly 10 years. Timothy TAM

Timothy Tam is a public policy professional with over 12 years of managerial experience across the public, private and non-profit sectors. Timothy leads Google Hong Kong’s public policy efforts and works on various public-private partnership projects aimed to promote digital transformation and upskilling.

Timothy was an Administrative Officer in the Hong Kong government before leading policy advocacy projects in two business associations. He also spearheaded the implementation of a multi-year age-friendly city project as a project manager at the Hong Kong Jockey Club Charities Trust.

Timothy has been a Vice Chairman of the Digital, Information and Telecommunications Committee of the Hong Kong General Chamber of Commerce since June 2020. He is also an alumnus of the International Visitor Leadership Program (IVLP).

Timothy holds a Master’s degree in Public Administration and a Bachelor’s degree in International Business and Global Management from the University of Hong Kong.
